ORGANIZATIONAL RESPONSES TO THE DDD/HCPF SUMMARY AND SUGGESTION OF THE UNIVERSITY OF SOUTHERN MAINE STUDY ON CONFLICT OF INTEREST WITHIN THE CASE MANAGEMENT PROCESS OF THE COMMUNITY CENTERED BOARD SYSTEM.
Under the Colorado Open Records Act, the following responses have been gained from HCPF. We are meeting soon with DDD to, hopefully, gain additional responses: Response by Jefferson County Arc Response by the Arc of Colorado
Organizational Responses to DDD/HCPF "SUMMARY"
Last summer the University of Southern Maine contracted with Colorado DDD
to conduct a study regarding Conflict of Interest within the Community Centered
Board System as regards Case management.
After the study, the DDD and HCPF jointly wrote a "Summary" outlining
suggested and possible responses and actions to the findings of the study. This
was released in February. Organizations were asked to give input into the "Summary" and suggested
actions.
PAD-CO requested twice that these responses be published on the DDD
website. They were not.
After PAD-CO had no success in this endeavor, a letter was sent to DDD and
HCPF under the Colorado Open Records Act requesting these and other documents
about the USM study.
Both DDD and HCPF responded with a list of documents they refused to
provide under CORA, and also setting up times to review those documents they
would allow to be reviewed.
Today, Denver met with HCPF and got copies of the responses of four
agencies - The Alliance, Jefferson County Arc, the Colorado Arc, and, of course,
PAD-CO's.
The documents from The Alliance, Jefferson County Arc and the Colorado Arc
have been scanned into Word format. Being scanned documents, the formatting is not perfect.
Next week Gerri will meet with DDD to review the documents that they are
allowing us to review under CORA.
If we can get copies of additional organizational responses, we will also
scan and post them here.
