1.  Open a transparent canvas of 150 x 150 pixels.  This should give us plenty of room to work with.  Flood fill this layer with white and create a second raster layer, this is the layer that we will be drawing on so make sure it is the active layer by clicking on it.

2.  Pick your paintbrush set at size one and draw the outline by following the the picture.

These are the colors that I chose but feel free to pick your own.

Red of hat #C01A16
Beard and trims #C0C0C0
Skin #DF7955

3.  Pick your flood fill tool (the bucket) and making sure that the 'sample merged' box is checked, fill in your Santa's head.

These are the colors I used:

Red of hat #E86060
Beard  #EDEDED
Skin #E5AB91
Hat trim and bobble #FFFFFF

NOW FOR THE SADING!

4.  With your magic wand, select the hat.

Selections > Float > Effects > 3D Effects > Cutout.

With these settings:

Vertical = -1
Horizontal = 3
Opacity = 70
Blur = 13
Shade = #951111

apply a second cutout using these settings:

Vertical = 3
Horizontal = -3
Opacity = 70
Blur = 15
Shade = #951111

Deselect.

5.  With your magic wand, select the hat trim.

Selections > Float > Effects > 3D Effects > Cutout.

With these settings:

Vertical = 0
Horizontal = 0
Opacity = -3
Blur = 80
Shade = #C0C0C0

Apply this same cutout again but change the opacity to 70 and the blur to 4.

Deselect.

6.  With your magic wand, select the hat bobble.

Selections > Float > Effects > 3D Effects > Cutout.

With these settings:

Vertical = -1
Horizontal = 1
Opacity = 90
Blur = 6
Shade = #C0C0C0

Deselect.

7.  With your magic wand, select the beard.

Selections > Float > Effects > 3D Effects > Cutout.

With these settings:

Vertical = -1
Horizontal = 1
Opacity = 90
Blur = 7
Shade = #C0C0C0

Deselect.

8.  With your magic wand, select the face.

Selections > Float > Effects > 3D Effects > Cutout.

With these settings:

Vertical = 2
Horizontal = 0
Opacity = 85
Blur = 7
Shade = #DB9337

Apply a second cut out but change vertical to -2 and horizontal to 2

Deselect.

9.  Add a new raster layer and draw in the features.

These are the colors that I chose:

Outline of eyes and mouth #Df7955
Eyebrows #C0C0C0
To fill in the eye, I used black for the pupil and white for the white.
fill in the eyebrows with #EDEDED
Fill in the mouth using #E5AB91

With the magic wand, select the mouth.

Selections > Float > Effects > 3D Effects > Cutout.

With these settings:

Vertical = 1
Horizontal = -1
Opacity = 85
Blur = 6
Shade = #C25732

Deselect.

Go to merge > merge down. 
(this just merges the layer you are on with the layer underneath it without having to rename the layer if you had named it)

Now we are going to add some color to his cheeks!!

10.  With your magic wand select the outside of your Santa and then selections > invert.

11.  Create a new raster layer and with your airbrush at these settings:

Using color #E05858 spray similar  this:

apply a gaussian blur of 1.5

Using color #F6D4D4 spray similar to this:

apply a gaussian blur of 1.5.

(You might need to clean up the outline area using the eraser tool set at size one.)

Merge > merge down.

12.  Save as a .psp file for future use.

That's it!
