I have placed all images at the end of the text to hopefully reduce paper used when printing.

SAVE OFTEN!

1.  Open a transparent canvas of 450 x 400 pixels.  Flood fill this with white and then create a second raster layer, this is the layer we will be drawing on so make sure it is the active layer by clicking on it.

2.  Pick your paintbrush set at size one and draw picture one.

These are the colors I chose:

Main walls and clock circle #C678B5
"Balconies" (for use of a better name) #7F376F
Roofs and dour surround #78ABDA
Inner door and baubles #FFF6AB 

3.  Duplicate the layer you have just drawn and then > image > mirror.
Pick your mover tool and align the two halves up 
(Use the vertical line on the door to align correctly, there should only be ONE vertical line)
Go to merge > merge down.  
Again with your mover tool, make sure it is fairly central.

4.  Now, draw picture two on the same layer.

5.  Pick your flood fill tool and making sure that the 'sample merged' box is checked fill in your palace.
These are the colors I chose:

Walls #E7C3DF
Roofs and door frame #ABCDE7
Balconies #BD78AD
Baubles, doors and clock #FDF9D3

NOW FOR THE SHADING

(I have numbered each section in picture three for the shading)

6.  With your magic wand select section 1.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 35
Shade = #C678B5

Deselect.

7.  With your magic wand select section 2.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 20
Shade = #C678B5

Deselect.

8.  With your magic wand select section 3.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 22
Shade = #C678B5

Deselect.

9.  With your magic wand select section 4.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 21
Shade = #C678B5

Deselect.

10.  With your magic wand select section 5.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 11
Shade = #C678B5

Deselect.

11.  With your magic wand select section 6.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 25
Shade = #C678B5

Deselect.

12.  With your magic wand select section 7.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 23
Shade = #C678B5

Deselect.

13.  With your magic wand select section 8.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 20
Shade = #437FAD

Deselect.

14.  With your magic wand select section 9.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 11
Shade = #437FAD

Deselect.

15.  With your magic wand select section 10.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 12
Shade = #437FAD

Deselect.

16.  With your magic wand select section 11.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 9
Shade = #437FAD

Deselect.

17.  With your magic wand select section 12.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 9
Shade = #C9C179

Deselect.

18.  With your magic wand select section 13 (both doors together... hold down the sift key).
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 1
Horizontal = 0
Opacity = 100
Blur = 15
Shade = #C9C179

Deselect.

19.  With your magic wand select section 14.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 8
Shade = #C9C179

Deselect.

20.  With your magic wand select section 15.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = 3
Horizontal = 0
Opacity = 75
Blur = 6
Shade = #7F376F

Deselect.

21.  With your magic wand select section 16.
Selections > Float > Effects > 3D Effects > Cutout
And use these settings:

Vertical = -2
Horizontal = 0
Opacity = 70
Blur = 6
Shade = #7F376F

Deselect.

22.  Now to draw in some details.  Create a new raster layer and draw in the windows, door handles and clock details.  I have not placed the windows in for you, I thought you could put them were you liked them.

These are the colors I chose:
Window outline #808080. Fill #606060
Door handle (dark) #5692C4. (light) #9CBFDA
Clock digits #C678B5. Hands #7F376F

When you are happy with your details go to merge > merge down.

23.  Now the brick details.  Create another raster layer and set your paintbrush to size 7 and randomly draw in some 'bricks'  don't make them exactly oblong, go off line a little.  Reduce your brush size for the smaller wall areas.
Now, go to selections > Select all > Selections > Float > Selections > De-float
> Selections > modify > Contract, contract by 1.  Hit delete (or click on the scissors)

Deselect.
Apply a gaussian blur of 1 and lower the opacity to around 14 (or your own preference)

Merge, merge down.
 
24.  Hide or delete the very bottom layer (the one we filled with white) and save as a .psp file for future use.

Hopefully, you should now be the proud owner of your very own palace! lol
