I think this one looks more complicated than it actually is!! :)
As normal all you need is PSP and some patience!

1.  Open a blank canvas of 150 by 250.  Flood fill with white and create a second raster layer, this is the layer we will be drawing on so make sure it is the active layer by clicking on it.

2.  Using these colors, draw the outline like in the next pictures.

Ring: #452018
'string': #808080
Beads: #7D4021
Feathers: #000000 (dark) and #808080 (light)

You should now have this:

3.  Duplicate this layer and then click on image > mirror.
Using your mover tool () match up the two halves. Hide the background layer by clicking on the glasses and then merge the two haves together.  Un-hide the background layer.

4.  Now draw in the center beads and feathers:

4.  Using your magic wand and flood fill tool, fill in the dream catcher with these colors:

Ring: #C67B57
Beads: #945C42
feathers: #404040 (dark) and #C0C0C0 (light)

You should now have this:

5.  With your magic wand, select the inner part of the ring and the three beads (hold down the shift key to select more than one area at a time):

Effects > Inner bevel
with these settings:

Deselect.

6.  With your magic wand, (hold down shift!) select the left hand sides of the feathers:
 

Selections > Float > Effects > 3D Effects > Cutout.

With these settings:

7.  Using color #C0C0C0 add some extra 'string' around the ring similar to this:

8.  Hide (or delete) the background layer and then merge if you have more than one layer.  Save as a PSP file for future use!

That's it! You're done!
