1.  Open a transparent canvas of 200 x 200 pixels, this should give us plenty of room to work with.  Flood fill with white and create a second raster layer, this is the layer we will be drawing on so make sure it is the active layer by clicking on it.

2.  Pick your paintbrush tool, set at size one, and draw the outline by following the picture. 
These are the colors I used but feel free to choose your own.

Shoes/Suit/Hair =  #000000
Skin = #CB9577
Blue of cape = #303272
Red of cape and sash = #800000

3.  Pick your flood fill tool (the bucket) and making sure that the 'sample merged' box is checked, fill in Dracula
These are the colors that I used, feel free to pick your own:

 Shoes/Suit/Hair =  #404040
Skin = #F4D7CB
Blue of cape = #24279B
Red of cape and sash = #C00000

NOW FOR THE SHADING

4.  With your magic wand, select the trousers.

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = 2
Horizontal = 0
Opacity = 80
Blur = 6
Shade = #000000

Deselect

5.  With your magic wand, select the left side of the jacket (your left)

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = 2
Horizontal = 1
Opacity = 80
Blur = 6
Shade = #000000

Deselect

6.  With your magic wand, select the right side of the jacket (your right)

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = 2
Horizontal = -1
Opacity = 80
Blur = 6
Shade = #000000

Deselect

7.  With your magic wand, select the left shoe (your left)

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = -1
Horizontal = -2
Opacity = 70
Blur = 5
Shade = #000000

Deselect

8.  With your magic wand, select the right shoe (your right)

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = -1
Horizontal = 2
Opacity = 70
Blur = 5
Shade = #000000

Deselect

9.  With your magic wand, select the hair.

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = 1
Horizontal = 0
Opacity = 80
Blur = 4
Shade = #000000

Deselect

10.  With your magic wand, select the left inner cape (your left)

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = 4
Horizontal = -1
Opacity = 100
Blur = 11
Shade = #800000

Deselect

11.  With your magic wand, select the right inner cape (your right)

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = 4
Horizontal = -1
Opacity = 100
Blur = 11
Shade = #000000

Deselect

12.  With your magic wand, select the left hand (your left)

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = -1
Horizontal = -1
Opacity = 80
Blur = 5
Shade = #CB9577

Deselect

13.  With your magic wand, select the right hand (your right)

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = -1
Horizontal = 1
Opacity = 80
Blur = 5
Shade = #CB9577

Deselect

14.  With your magic wand, select the face.

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = 0
Horizontal = 0
Opacity = 80
Blur = 10
Shade = #CB9577

Deselect

15.  With your magic wand, select the left outer cape (the vertical part and your left)

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = 1
Horizontal = 1
Opacity = 85
Blur = 3
Shade = #303272

Deselect

16.  With your magic wand, select the right outer cape (the vertical part and your right)

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = 1
Horizontal = -1
Opacity = 85
Blur = 3
Shade = #303272

Deselect

17.  With your magic wand, select both parts of the top, horizontal sections of the outer cape
(hold down the shift key to select more than one area at a time)

Selections > Float > Effects > 3D Effects > Cutout
with these settings:

Vertical = 1
Horizontal = 0
Opacity = 80
Blur = 3
Shade = #000000

Deselect

18.  Now to add some features.  Back to your paintbrush, still at size one, draw in the features.  You might find it easier (and safer) to use a new raster layer.

These are the colors I used but feel free to choose your own.

Eye brows/nose/mouth = #BE8160
Eyes = #FFFFFF and #000000
Fangs = #C0C0C0 and #FFFFFF
Inner mouth #E55353

For the shading on the ears I used #E2BAA6 (dark) and #E9C6B5 (light)

Hide or delete the very first layer (the one we filled in with white)

Save as psp. image for future use.
