1. Open a transparent canvas of
200 x 300 pixels. Fill with white and create a new
raster layer, this is the layer we will be drawing on so
make sure it is the active layer by clicking on it.
2.. Pick your paintbrush tool set at
size one and draw the outline by following the pictures.
(I apologize for the large pictures, but it is a large
pixel drawing).
These are the color I used but feel
free to pick your own:

3. Pick your flood fill tool and
making sure that the 'sample merged' box is checked,
fill in your outline.
These are the colors I but feel free
to pick your own.

each named part you will:
Select
with magic wand > Selections > Float >
Effects > 3d Effects > Cutout.
and then follow the settings given.

5. If you wish to make her dress
'glitter' increase the tolerance of your magic wand to
about 18 (You may have to adjust this) select both
sections of the dress and apply a noise effect. 6.
With your paintbrush set at size one, draw in his tie.

Medium #6C9FCD
Dark #598CB9

Create a third raster layer and using your paintbrush at
size one, draw on her some blush. I used #DD7171 
8.
Apply a gaussian blur of 2.
9. Hide or delete the very bottom layer (the one
we filled in with white) and merge visible.
Save as .psp file for future use. That's
it...... You're done!
