1.  Open a transparent canvas of  150 x 250 pixels.  Flood with white and then create a second raster layer.  This is the layer that we will be drawing on so make sure it is the active layer by clicking on it.

2.  Pick your paintbrush set at size one and draw the outline by following the pictures.
I used color #90C7E6

3.  Pick your flood fill tool and making sure that the 'sample merged' box is checked, fill in your cell phone.  
These are the color that I used:
Bottom 'hinge' and 'frame' #D3EAF7
Screen #F9FDFF

NOW FOR THE SHADING

4.  With the magic wand select the bottom of your phone.

Selections > Float > Effects > 3D Effects > Cutout.
With these settings:

Vertical = 3
Horizontal = 3
Opacity = 80
Blur = 15
Shade = #90C7E6

Apply a second cut out:

Vertical = -2
Horizontal = -2
Opacity = 70
Blur = 7
Shade = #90C7E6

Deselect.

5.  With the magic wand select the 'frame' (the area around the outside of the screen)

Selections > Float > Effects > 3D Effects > Cutout.
With these settings:

Vertical = 2
Horizontal = 2
Opacity = 90
Blur = 6
Shade = 90C7E6

Deselect.

6.  With the magic wand select the 'hinge'

Selections > Float > Effects > 3D Effects > Cutout.
With these settings:

Vertical = 2
Horizontal = 0
Opacity = 30
Blur = 1
Shade = #84C1E4

Apply a second cut out just change the VERTICAL to -2 (minus two)

Deselect.

7.  Create a new raster layer and name this 'buttons'.
Back to your paintbrush set at size one and draw in the buttons:

You can either draw all of the buttons individually or if you know what you are doing, you can duplicate and move into position with your mover tool.  
If you are a beginner, I suggest you do them individually.  

I haven't numbered the gaps in-between the the buttons because I feel that you can place them where  you wish.

8.  Pick your flood fill tool (the bucket) fill in each button with #F9FDFF 

9.  Back with your paint brush at size one, draw in some shading on the buttons.

These are the colors that I used:

Darker blue #C4E1F2
Liter blue #E1F0F9


I have only shown you a few of the buttons but the rest are the same.

Now you can hide or delete the very bottom layer and then merge visible.

Save as a .psp file for future use.

That's it, you're done.
