Rhynes: Please state your name.

Muu: Muu Tzu.

Rhynes: What's your present occupation?

Muu: I'm currently the ambassador to the Federation Council from Pai.

Rhynes: Pai is a Federation member?

Muu: Yes.

Rhynes: Ambassador, how did the Council get involved in this case?

Muu: Both L'nhraei and the Romulan Empire conducted investigations into the station's destruction. The two reports did not agree, so the Council was asked to perform a third investigation.

Rhynes: Who requested this third investigation?

Muu: I did.

Rhynes: Why the Council?

Muu: I felt a third party could be more impartial than either of the governments involved.

Rhynes: How did the Rihannsu Empire and L'nhraei vote on this matter?

Muu: Both ambassadors voted in favour of the motion.

Rhynes: L'nhraei didn't want a Council investigation, did they?

Muu: The L'nhraei ambassador didn't see the need for another investigation, but she-

Markham: Objection, speculation.

Rhynes: She clearly stated her opinions at the Council meeting.

Markham: Objection, hearsay.

Rhynes: It's in the public record of the Council session, Your Honour.

Judge: Overruled.

Muu: She said she didn't believe a third investigation was necessary, but still voted in favour.

Rhynes: Who was in charge of this investigation?

Muu: Myself and Ambassador G'Halt of Cait.

Rhynes: How was the investigation conducted?

Muu: A Starfleet science vessel, the USS Soral, was sent to the site of the station. It took extensive scans of the area.

Rhynes: What did these scans show?

Muu: The station had been almost completely destroyed. Perhaps one percent or so was actually intact. Besides the debris, there were large amounts of Kirkium and tri-cobalt.

Rhynes: What did this indicate?

Muu: Tri-cobalt is only used for one purpose, to make bombs. We believed the station was destroyed by a tri-cobalt bomb.

Rhynes: You also ran computer simulations, correct?

Muu: Yes, based on the data gathered during the scans. Analysis of the data revealed that the amount of tri-cobalt present was not enough to cause the amount of damage present.

Rhynes: Wouldn't some of the tri-cobalt have been destroyed or transformed in the explosion?

Muu: Yes, but it's known what happens to tri-cobalt in an explosion. The percentages of these other elements present plus the remaining tri-cobalt can be used to calculate how big the original bomb was.

Rhynes: So you revised your conclusion?

Muu: Yes. The amount of Kirkium present led us to believe that it increased the damage caused by the bomb, resulting in the total destruction of the station.

Rhynes: What is Kirkium?

Muu: It's an unstable element, often used to test shielding.

Rhynes: What do you believe happened when the bomb went off?

Markham: Objection, speculation. This witness is not an expert in the properties of Kirkium.

Judge: Sustained.

Rhynes: If the Kirkium were not present, what did your investigation conclude would have happened?

Markham: Speculation.

Rhynes: I'm asking for the investigation's conclusions, Your Honour.

Judge: I'll allow it.

Muu: The tri-cobalt bomb was not sufficient to destroy the station, only part of it. Only with the help of the Kirkium was the entire station destroyed.

Rhynes: The report also mentions solar activity as contributing to the destruction. How so?

Muu: Kirkium is de-stabilised further by solar radiation. However, if the Kirkium were not present, the solar radiation by itself would not have caused any damage.

Rhynes: I'd like to enter the Council's report as Plaintiff's Exhibit A.

Markham: No objection, Your Honour.

Markham: Ambassador. Your report concluded the Rihannsu government was not responsible for the station's destruction?

Muu: It said the Empire was negligent in placing the Kirkium-

Markham: Please read this, Ambassador.

Muu: "It is the finding of this independent panel that no fault can be placed on either the Rihannsu contingent proper or the-"

Muu: "Furthermore, with regard to the element known only as Kirkium, it is the finding of this panel that negligence on the part of the Rihannsu government is at least partially responsible for station destruction as this element is exceedingly unstable and never should have been present on an orbital satelite to begin with."

Rhynes: And the conclusion regarding the tri-cobalt device?

Muu: It contributed to the station's destruction but certainly depended on the Kirkium's presence.
