The Commonwealth is a group of 35 worlds formed in 67 AUC (AD 2380), whose citizens seek to preserve the rights and freedoms of the individual.

L'nhraei was first settled in 1 AUC by a group of 300 people who had managed to leave the Rihannsu Empire. They asked for asylum from the United Federation of Planets, and were given the third planet orbiting 20 Leonis Minoris, which they called I'riuu. Several other groups joined them, and the population grew rapidly. L'nhraei's constitution, which later became the constitution for the entire Commonwealth, grants very few powers to the government, a concept which is still extremely important to Commonwealth citizens.

Near the end of the war with the Dominion, in 63, a dispute arose with the Rihannsu concerning the destruction of a station placed there during the war. It was believed the Tal Shiar were responsible, but the Federation refused to help bring anyone from the Empire's government to justice. Eventually, the station's top officers were arrested by the L'nhraei military, convicted of manslaughter, and sentenced to 250 years in prison.

Following this incident, many people on L'nhraei no longer wished to remain part of the Federation, which they saw as unconcerned about individual citizens or even individual member worlds but rather cared more for its political image. In 65, the people of L'nhraei voted overwhelmingly to secede from the Federation.

People from L'nhraei had already colonised several nearby worlds, including L'nhraei's moon and the second and fourth planets in the I'riuu system. Over the net century, they settled on even farther planets. As these worlds grew, some desired complete independence from L'nhraei, but most chose to remain closely affiliated. In 187, the 12 systems of the Reydovan Republic joined the Commonwealth following a civil war in those systems. Currently, the Commonwealth contains 35 worlds in 29 star systems.
