1. Authority for this Act comes from Article I, Section 5, paragraph 5 of the Constitution of L'nhraei.

    2. This Act shall be known as the L'nhraei Penal Code and may be cited as LPC.

    3. This Act shall become effective on 1 Fructidor 1.

    4. This Act does not apply to any offence committed prior to 1 Fructidor 1. Any such crime or tort shall be prosecuted or sued upon under the laws of Earth in effect on the date the crime or tort occurred, but no crime shall be prosecuted or tort sued upon unless the conduct alleged would also be a crime under this Act.

    5. Any defence or mitigation allowed under this Act shall apply to any crime or tort committed prior to 1 Fructidor 1.
