Peace and tidings to the citizens of the L'nhraei Commonwealth of Planets and their esteemed representatives in the Foreign Ministry:

On the 13th January of this year twenty-five-hundred and one [13 Thermidor 185], the nature of the balance of power in the Selevenar Galaxy and the Milky Way Galaxy changed. In the Selevenar Galaxy, the division that had previously characterized our galaxy ceased to be a viable solution towards the efficient and proper governing of the Galaxy. With the conclusion of the Segan Civil War following a battle over Cardassian Monarchy space, His Majesty the Crown Prince Alexander Rosbourg and His Majesty the Crown Prince Youri Rosbourg offered to the Selevenar Galaxy a chance to heal, and a chance to unite. With reservations of the step we were about to take, but will full comprehension of the consequences if we didn't, our governments met in a summit to discuss a Treaty that would create a new nation. The discussions which took place, and the tight referendum that followed created a republic of 15 equally represented provinces, a republic which today stand as a new pillar of strength in the Selevenar Galaxy. Our goal is clear, to first ensure the safety of those who would agree to give up their sovereignty for the betterment of all of us, second to ensure the continued prosperity of the provinces under its control, and third to promote unity, friendship, and peaceful cooperation amongst nations that border one another in the hopes that war cannot happen again.

The Alliance of Incorporated Worlds applauds the L'nhraei's succesful application to the Intergalactic Alliance of Powers, and it is now my pleasure as the first Arch-Prime Minister of The Alliance of Incorporated Worlds to recognize your legitimacy as a government as a symbol of the Milky Way Galaxy's diverse political landscape. The L'nhraei both have a proud and honorable past that is of most interest to The Alliance of Incorporated Worlds, and we hope that the L'nhraei will accept our curiosity in their nation open handed. It is clear to The Alliance of Incorporated Worlds that with the admission of the L'nhraei Commonwealth into the Intergalactic Alliance of Powers, that a change in philosophy has been undertaken in the I.A.P., and that it will become the L'nhraei's duty to ensure the future of the smaller nation's voice in a diplomatic field that is constantly dominated by the larger more massive nations. The Alliance of Incorporated Worlds, aware of the fact that many of its provinces faced similar problems as those the L'nhraei will no doubt face in the future, will be sure to support strongly your future moves.

An economic opportunity exists in the opening of the L'nhraei Commonwealth to the rest of the galaxy, and The Alliance of Incorporated Worlds wants to be the first to assure its interest in opening trade relations amongst our two nations. With normalized trade relations, our vast markets can welcome your nations' goods which are of no doubt importance to us. Several of our provinces require many foodstuffs, that we hear are quite excellent coming out of the Commonwealth. We thus would be very interested in the future to discuss fair trade agreements that will benifit both our nations economically. Not only will greater economic trade aid both of our nations to reach new levels of prosperity, it will also increase cooperation amongst our two governments, we hope that in the future, a Commonwealth/Alliance trade agreement can exist.

Our two nations must work carefully but quickly in order to ensure a normalization of our diplomatic relations take place. To do this, The Alliance of Incorporated Worlds offers to recognize the L'nhraei Commonwealth and to begin immediate work in creating a permanent diplomatic presence in your capital. Our Ambassadors would provide whatever information on our culture you would require, and they would also be our emissaries of peace, ensuring cooperation and understand qualifies our relationship. In exchange, The Alliance of Incorporated Worlds would also like to invite the L'nhraei Commonwealth to send a diplomatic representation to our four Councils. Each council specialized in a different aspect of our society, and we feel that the L'nhraei's presence would further legitimize The Alliance and its hopes for peace and continued prosperity within our galaxies. We are certain that the Commonwealth and The Alliance can maintain amicable relations between one another.

The Alliance of Incorporated Worlds is excited at the prospect of embarking on its new journey with a potential new friend on its side. The L'nhraei share a common situation as we do, and we hope that this will allow us to better understand one another. We hope that together, we can create new stabilizing forces in an era when the diplomatic scenery is quite uncertain. We hope that you will accept our friendship with an open mind and open hand, as we will certainly come to join you halfway there.
