The Policy and FAQ index:
Library Policy The books that make up the Library of the LAS may be borrowed by members of the Society for a one or two month period of time. New members of the LAS become eligible to borrow books after they have attended at least three consecutive regular meetings and participate in any special activity of the Lackawanna Astronomical Society. The library resides at Keystone Observatory classroom building and is open to members before the start of the regular meeting and after the regular meeting. Members must sign a book out and sign it in when returned. This must be verified by a officer of the LAS or person designated as the Librarian for the LAS. Loaner Scope Policy A six inch f/8 reflector on a Dobsonian mount is available to members of the Lackawanna Astronomical Society. Eyepieces, charts, and related material also accompany the scope. The member is responsible for the condition of the mirror when returned. It must be in the same condition when borrowed. New members of the LAS become eligible to borrow the scope after they have attended at least three consecutive regular meetings and participate in any special activity of the Lackawanna Astronomical Society.

[Key Holder Policy]
KEYHOLDER POLICY
1. There will be no more than 10 keys available for LAS members. This
does not include keys held by members who are also Keystone
Observatory Assistants.
2. Members must meet the following requirements in order to receive a key.
A. They must be a member in good standing - that is their dues must
be paid for the current year.
They should attend a majority of the Regular Meetings and/or (if
that's not possible), most of the scheduled observing nights, or
most of the organized Club activities. In other words, they
should be what would be defined as an "active member" of the
Club. Previous history will be taken into consideration.
B. They must be given training on the use of the telescope and
other equipment and in the proper operation of the building.
3. The Board of Directors and the KCO Director will approve the
distribution of keys.
4. A written list of the Keyholders will be maintained, published in
the newsletter, and posted at the Observatory.
5. Keyholders will be reviewed on a yearly basis, or as
circumstances require.
6. Keyholders may not loan out the keys to other members or
non-members, duplicate keys may not be made, and keys must be
returned on demand.
7. Keys issued will be for the main gate and for the LAS Observatory
building ONLY. Members may set up their equipment either in the
parking lot or by the LAS building. Access to other KCO property
is not permitted.
July 2000
The Board of Directors has approved the following Lackawanna Astronomical
Society members as Keyholders of the LAS Observatory building. In accord-
ance with our policy the list of Keyholders are :
John D. Sabia
Jo-Ann Kamichitis
Carol Leola
Don Murray
Jim Spangler
Ron Murazzi
Joe Krott
Dave Barret
Jim Waltich

GUIDELINES
FOR OPERATING
THE LAS OBSERVATORY AND TELESCOPE
Use a white light flashlight to enter the building after dark.
1. Open the dead-bolt lock first, then the doorknob lock.
Switch the doorknob lock to UNLOCK when door is closed.
This will prevent the door from locking when you leave the
building and your key is inside the building.
2. Watch your step when you enter. (Step up.) AND your head
if you are more than 6 feet 1 inch tall.
3. Find the red light and dimmer assembly, lift cover on the
outlet, and plug in light. Turn the dimmer control to
bright. (A white light bulb is available if needed)
4. Remove the knobs from the hold-down bolts on the north
end of the roof and pull the bolts back until they are
inside the wooden beam and clear of the locking flanges.
5. Remove the locking bolt from the south end of the roof
and place on the sill so it won't get lost.
6. To remove the roof, use the stepladder and take hold of
a convenient rafter or crossbeam and pull or push the
roof southward. MAKE SURE the north locking flanges will
clear the telescope as the roof is moving. If you're not
sure, STOP MOVING the roof until you can check the
clearance. Be especially careful of the finder.
7. Put the stepladder aside and raise the observing ladder
to its working position. (The observing ladder must be
tilted to allow clearance while moving the roof on or off.)
8. Remove dust covers from the telescope, finder, and focuser.
9.
10.
11.
12. Closing Procedures:
Unplug the clock drive.
Position the telescope horizontally facing east or west.
Replace caps on finder, put the plug into the focuser,
replace the dust covers on the ends of the telescope tube,
and make sure the Telrad is turned off.
Lower the Observing ladder to a tilted position in order for
the roof to clear the ladder.
Roll the roof back making sure it clears the tube
completely. Be careful of the finders and guidescope.
Replace bolts in the south flange (1) and the north
flanges (2) and thread on the locknuts.
Fill out the LAS logbook. Replace logbook, eyepieces,
and other items in the cabinet. Lock the cabinet. Make sure
the phone is covered. Unplug the light and place on table.
Set lock on knob to lock by itself and lock the deadbolt
from the outside.
