Brunswick Railroader Little League
2007 Season
GENERAL INFORMATION (President / Vice President)
Requesting a coaching / managing position - Anyone requesting a managing or coaching position with the Railroader Little League organization must fill out an application and submit a letter in writing to the board of directors.
General Meetings - General meetings are held once a month and usually take place on the third Sunday of each month starting at 6:30pm. A schedule is published and is available for all league volunteers. It is highly recommended that every manager, coach, or team representative is present at these meetings. Managers are responsible for insuring a coach or team representative is present at every meeting.
PLAYERS (Player Agent)
Birth Certificates - Little League, Inc. requires copies of player's birth certificates. Obtaining these birth certificates is the responsibility of the player representative. If the player representative does not receive a birth certificate at registration time, it will be the responsibility of the manager to insure a copy is received.
Medical Release Forms - All managers are required to insure they have medical release forms completed for every player. Medical release forms are usually completed at registration time and copies are given to the manager.
Reporting Disciplinary Problems - Disciplinary problems should be reported to the league president, vice-president or board member as soon as possible. If problem persist, the board is responsible for taking the necessary action
CONCESSION STANDS (Concession Stand Coordinator)
The home team is responsible for manning the concessions stand on game-day. It is recommended that every manager solicit a team mom or dad to organize a concession stand schedule for team parents. All parents should be encouraged to help out. A startup amount of $25.00 is suggested and should include some change and one-dollar bills. Once the game is complete the money raised is counted and placed in the drop box, minus the startup money.

FUND RAISING (Fund Raising Coordinator)
Each team is responsible for participating in the fund raising activity selected for that year by the board of directors. Managers should solicit a parent to assist and coordinate the fund raising for his team.
UMPIRING (Chief Umpire)
SAFETY (Safety Officer)
REPORTING INJURIES - All injuries must be reported to the league safety officer as soon as possible. The league safety officer should supply every manager with the proper forms for reporting injury.
MALICIOUS CONDUCT - Malicious conduct of any kind will not be tolerated at Brunswick Railroaders Little League (BRLL). Any incident deemed to be intended to cause harm to another player, be it physical, mental, or verbal abuse, must be turned in to the Safety Officer immediately. The Board of Directors will then assign a committee to investigate the incident. Upon completion of the investigation, if it was found out that this was intentional, the committee will assess disciplinary action to the offending player.
The following steps will be put in place in a three strike system:
This policy is BRLL’s guidelines on handling malicious conduct. However, any incident that is deemed serious in nature or that violates Little League, Local, State, or Federal laws, will result in the immediate removal of the player.
EQUIPMENT / UNIFORMS (Equipment Manager)
Equipment Checklist - Every manager is responsible for completing an equipment checklist with the Equipment Manager. Managers are also responsible for insuring that all equipment issued at the beginning of the season is turned in at the end of the season. The Equipment Manager will establish an equipment turn-in date.
- Turn all equipment into your League representative right after last game.
- Contact League Representative or Equipment Manager if something is needed during the season.
- Check and clean all equipment before turning in and note any missing or damaged equipment
- All Star equipment will be ready after June 15, 2007

Uniforms - All managers are responsible for working with the Equipment Manager to insure the proper amount of uniforms and uniform sizes are received for their team. Managers are also responsible for the collection of the uniforms at the end of the season.
FIELD DUTIES (Field Maintenance Coordinator)
Scheduled Maintenance - Field maintenance days are scheduled throughout the year. All managers, coaches, and parents are asked to assist whenever possible. Each team is responsible for mowing the field (at their level) throughout the season. A schedule will be published by the League representative from each level.
Game-Day Duties
Home team responsibilities:
· Concession stand operations
· Cleaning the restrooms
· Providing water for both teams
· Press box announcer
· Securing the facilities
Visiting team responsibilities:
· Liming the field
· Raking the field after the game
· Filling in holes
· Painting foul lines(if needed)
· Watering down the field (if needed)
· Trash pick-up around the facilities
Both teams are responsible for picking up the trash in their dugout
PRACTICE FILEDS / SCHEDULING (Vice President / League Representative)
Practice Fields - There are designated practice fields for each level of play. A list of practice fields and schedules will be published prior to the beginning of the season. ONLY those practice fields designated can be used.
Practice Times - Teams at the Major and Minor league levels have designated practice nights on the night before their scheduled game. Other levels of play will publish a practice schedule.
OPENING DAY (President / Vice President)
Team Pictures - Team pictures are taken on Saturday April 14th. All players are to be dressed in uniform for opening day. A schedule will be dispersed prior to opening day to all managers. Managers or a team volunteer is responsible for insuring all players are present on time and have picture forms completed with money.
Parade - A parade is held right after pictures at 11:00 on April 14th. The parade begins in the Brunswick High School parking lot and continues through downtown and ends up back at the Major league field. Each team participates in the parade by riding in the back of pick-up trucks. All managers are responsible for insuring a truck is available to carry their team.
Ceremony - Immediately following the parade an opening day ceremony is held on the Major League field. All teams will be line-up around the infield and are introduced.

TRYOUTS (League Representatives)
Major League - All players playing ages 9-12 and that are not already assigned to a Major League team; attend tryouts in an attempt to make a Major League team. Players not chosen for a Major League team will be drafted to a Minor League team. All managers and coaches are required to attend try-outs.
Minor League - All players playing ages 7-8 are required to attend try-outs for a Minor League team. All Minor League managers and coaches are required to attend try-outs.
Machine Pitch and T-Ball - No try-outs are usually held for Machine Pitch and T-ball levels. However, a try-out or skills assessment day may be implemented. If so, all Machine Pitch and T-ball managers and coaches are required to attend.
DRAFTS (League Representative / Player Agent)
Major League - Major league draft will follow Option A in Little League Operating Manual
Minor League - Minor league draft will also follow Option A in Little League Operating Manual and will include all players ages 7-8 and those players 9-12 not selected to a Major League team.
Machine Pitch - A formal draft will not be held at the Machine Pitch level, but may follow some sort of organized process for placing players on a team.
T-Ball - A formal draft will not be held at the T-ball level, but may follow some sort of organized process for placing players on a team.
A detailed schedule of the current season’s draft procedures will be provided to all Managers and Coaches by the Player Agent prior to Draft Night.
MANAGING RESPONSIBILITIES (League Representative)
Planning - Managers should spend some time planning their practice sessions. Practice sessions should include various drills that keep the kids moving and learning throughout the entire practice. Managers should also reserve some time at the end of each practice to review drills that were completed during the practice sessions. This time should also be used as a question and answer period.
Parent conferences - All managers and /or coaches should hold a parent / coach meeting some time in the beginning of the season. At this meeting coaches should go over league rules and team rules to insure everyone understands how the season and league operates. This is also a good time to solicit for volunteers and to help with concession stand scheduling, fund raising, and other team functions. (See handouts - "Your Role as a League Parent")
Establish ground rules - Early in the season establish ground rules with players and parents. The Railroader Little League publishes league ground rules and is disbursed to all mangers. These rules should be shared with players and parents and enforced. Also establish team ground rules with both players and parents. (See handouts)
Ground Rules
· No food is allowed in the dugout (with the exception of sunflower seeds)
· No smoking is allowed in the dugout or bleacher areas
· No parents are allowed in the dugout (only managers, coaches, and one scorekeeper)
· Scorekeepers are not allowed to assist in coaching
· Managers and coaches are to remain with their team in the dugout and playing field areas throughout the game. Managers and coaches should not be socializing in the stands with spectators
· Players are to remain in the dugout area when not in the field and are not to sit in the stands with parents and friends
Suggested Skill Work – The following are suggested skills that should be worked on at most levels. Drills with descriptions are available if requested.
Throwing – Every practice should include at least one throwing drill. Emphasize getting a full extension of the players arm. Watch for short-arming.
Fielding – Every practice should include at least one fielding drill, infielding, outfielding, or both.
Batting – While batting practice is important, every practice does not have to include work on this skill. When having batting practice, implement several different drills to keep the players involved as much as possible. Always work on bunting at the Machine Pitch level and above and emphasize the importance.
Pitching and Catching – Always involve pitchers and catching when working these skills. Pitching and catching drills can be worked in during batting practice and running drills.
Base Running – Base running drills are very important. Try to work a base running drill into every practice.
REPORTING GAME RESULTS
Minor League and Major League game results are posted in the Brunswick Citizen. It is the responsibility of the winning manager or coach to send the game results to the newspaper.

Basic requirement: Scorebooks should be kept accurately and totaled prior to phoning in or emailing information regarding your game
Information Needed:
· Final score
· Score by innings
· Team and individual statistics (hitting and pitching)
· Defensive information such as outstanding fielding plays or a player handling a large number of assists or put-outs

Important:
Keep your game reports current! Do not hold back three or four games and call them all in at once. Two wins in the same week is OK as long as they are received no later than the following Sunday night, however it is best to call in or email results the day after the game. Phone calls during the week will be taken until 10:00pm.
All-Star Games:
Managers or coaches of All-Star teams will need to report both wins and losses.
LOCAL RULES
Major League: Draft: The Major league will follow Option A in Little League Operating Manual
Major League: All-Stars: Prior to the All Star vote, the Player Agent will inform the league managers of players eligible to participate in All Stars. During all-star selection each team in the respective leagues will vote for 12 Players. Players receiving the most votes will be eligible for the All Star team. In those instances where there is a tie vote there will be a second vote to break the tie. If a second vote results in another tie than the Manager and Coach of the All-Star team shall break the tie. There is no preference between 11 and 12 year olds in the event of a tie.
Major League: If a player is needed during the regular season to fill a roster spot in the Major league, the Manager needing the player must choose a 12-year-old or 11-year-old from the minor League. A player must be replaced with the concurrence of the Player Agent and reviewing manager within seven days after the vacancy has been made known to the Player Agent. No Major League team shall be required to fill a roster vacancy with less than two weeks remaining in the regular season.
Major League: Won / Loss records are kept and a first half and second half champion is determined. A league champion is determined by a best of three playoff series between the first half and second half champion at the end of the regular season. If the same team wins both the first and second half championships, they are awarded league champion. If two teams are tied at the end of either half, a one game play-off will be held to determine the champion of that half.
Major League: Pitching rules will follow those established by Little League baseball with the following exception / clarifications:
All players are eligible to pitch based on the pitch limits established by Little League baseball. There is no limit on the number of 12 year olds pitching in a week.
Intentional walks: Do not count as a pitched ball according to Little League rules. The umpire awards the kid first base without throwing a pitch. Each team may use 2 intentional walks a game and can not intentionally walk the same player more than 1 time per game.
The league will use the 2007 season to monitor the new pitch count rule and determine whether or not more local rules are needed for the 2008 season.
Minor League: The batting order must include all players present for a game. The offensive team will bat through the order until 3 outs have been made by the defense or until 8 players have batted one time in the half-inning. Play will end if a third strike is made on the 8th batter in the line-up or, in the event of a hit, when the defensive player makes a put-out in the field or touches home plate in possession of the ball. Players arriving late to a game must be inserted in the lineup at the end of the batting order after the completion of the inning in play when they arrive.
Minor League: Stealing home is not allowed during the first half of the season. Stealing is allowed in the second half.
Minor League: No balks are called. The Umpire will inform the offending team’s manager between innings so the pitcher can be instructed on pitching correctly.
Minor League: All players ages 9-12 and attending try-outs will be
available for the Major League draft. Letters to keep players at the Minor
League level will not be accepted. Where special cases exist, the parent or
legal guardian who requests to keep their son or daughter in the minors MUST
make a request in writing and present this letter in person to the Board
of Directors prior to the Major League draft.
Minor League: All teams will carry the same amount of players on their roster. In the event a player quits or is pulled up to a Major league team, that team will be required to fill a roster spot by drafting a 7-year-old or 8-year-old player from the Coach-Pitch division. A player must be replaced with the concurrence of the Player Agent and reviewing manager within seven days after the vacancy has been made known to the Player Agent. No Minor league team shall be required to fill a roster vacancy with less than two weeks remaining in the regular season.
Minor League: Teams will field ten players (pitcher, catcher, four infielders, and four outfielders). Teams my field nine players in the event that only nine players are present
Minor League: Won / Loss records are kept and a first half and second half champion is determined. A league champion is determined by a one game play-off between the first half and second half champion at the end of the regular season. If the same team wins both the first and second half championships, they are awarded league champion. If two teams are tied at the end of either half, a one game play-off will be held to determine the champion of that half.
Minor League: The manager and coaching staff of the Minor league championship team will be awarded the Minor league all-star team for THAT year.
Minor League: Each team will bat 8 batters per inning during the first half of play. Prior to the end of the first half the league will discuss whether or not to keep this rule for the 2nd half or make a change.
Pitching rules will follow those established by Little League baseball with the following exceptions:
Intentional walks: There shall be no intentional walks at the minor league level. Pitchers must throw 4 pitches if you want to walk a batter and the catcher must stay in his/her defensive position when the pitch is thrown.
Under the new rules, 12 year olds are not eligible to pitch
Recording Pitch Counts (Major & Minor Leagues)
- Each team gets a counter at the beginning of the season. One should be made available for the umpire as well.
- A manager, coach or scorekeeper for both teams uses the counter to track pitches during each half inning.
- At the end of each half inning the number of pitches will be recorded. The home team is the official record and the umpire can resolve any discrepancies.
- A sheet will be created to track the pitcher’s name, inning and pitch count by inning. Teams will have a sheet to record each game. Both teams should keep a sheet for each game.
- After the game both managers sign the home team sheet and record it in a log book to be kept in the press box. Date, name of pitcher and total number of pitches is all that is needed.
- The log book becomes the official record and can be referred to if there are questions during a game about eligibility.
- During any playoff games we will have an official person keep the counts for both teams.
Pitch Counts:
- 11-12 year olds: 85 pitches per day
- 10 & under: 75 pitchers per day
Rest Requirements:
- 61 or more pitches in a day, three (3) calendar days of rest
- 41 – 60 pitches in a day, two (2) calendar day of rest
- 21-40 pitches in a day, one (1) calendar day of rest
1-20 pitches in a day, no (0) calendar days of rest

Play will end on the 10th batter in the line-up when the defensive player makes a putout in the field or touches home plate in possession of the ball. Players arriving late to a game must be inserted in the lineup at the end of the batting order after the completion of the inning in play when they arrive.
Coach-Pitch: No stealing is allowed
Coach-Pitch: Ten players are fielded. Players will be put in actual positions and instructed how to play each position (pitcher, catcher, four infielders, and four outfielders). Players will be rotated throughout the season so that they each get a chance to play every position.
Coach-Pitch: Batters are given 5 swings at a "hittable" pitch ball. If the batter does not make contact a tee will be used. There will be no strikeouts or walks.
Coach-Pitch: No won / loss records are kept during the first half of the season. Won / loss records may be kept during the second half of the season
Coach-Pitch: The Coach-Pitch division may opt to have a Coach-Pitch All-Star game at the end of the regular season. In the event that an all-star game is held, teams will be split into two divisions and an equal amount of players from each team will be selected to fill a roster of no less than 12 and no more than 16 players. The coaching staff of each team will select players from their team to be members of the all-star team.
T-Ball: Only nine players are fielded. Players will be put in actual positions and instructed how to play each position (pitcher, four infielders, and four outfielders). No catcher is used. Players will be rotated throughout the season so that they each get a chance to play every position.

T-Ball: No Won / loss records are kept
All Leagues: Any player who quits his/her team during the season is ineligible for any postseason all-star team.
All Leagues: Adoption of Rule 5.05, Little League Rule Book - Railroader Little League WILL allow two adult base coaches at all levels of play
All Leagues: All teams at every level must maintain a scorebook.
BRLL Voting Procedures:
The Annual Meeting of Brunswick Railroaders Little League will be held the third Sunday in the month of September. The purpose of the Annual Meeting is to summarize the state of the league and elect Board Members for the upcoming season. The season year will run from September thru September.
Thirty days in advance of the Annual Meeting, the BRLL Secretary will calculate the voting members and notify each member of their upcoming eligibility to vote at the Annual Meeting. Notification will be done by telephone, email, and/or posting a list of eligible voting members on the Press Box door. A listing of eligible voting members will also be posted on the BRLL website.
Thirty days in advance of the Annual Meeting, a meeting notification will be posted in the local newspaper stating the date and time one the Annual Meeting. The meeting notification will run each week consecutively prior to the date of the Annual Meeting. The President will submit the pertinent information to the local newspaper. A meeting notification will also be posted on the BRLL website.
Anyone interested in running for a Board position for the upcoming season must submit their letter of intention to seek the position to the BRLL Secretary on or before September 1st. The BRLL Secretary will handwrite the time and date the letter was received in her possession on each individual letter of intent. The President will initial to authenticate validity. No letters of intent will be accepted after the September 1st deadline, unless, there are no candidates for a position. These letters will be accepted up to the call to order of the Annual Meeting.
Two weeks prior to the Annual Meeting, the BRLL Secretary will post a list of interested candidates on the BRLL website. An email will be sent out to the BRLL General Membership referring them to the BRLL website to view the list of candidates by Board Position. Individuals may submit letters of intent for more than one Board position. However, each person can only hold one Board position per season. Example: John Jones cannot hold the Vice President’s position and the Safety Officer position the same season year.
Once the president has called the Annual Meeting to order, the BRLL Secretary will read aloud the names of voting members.
The President will read aloud the letters of intent one by one for each Board position. The elections will be done in the following order:
President, Vice President, Secretary, Treasurer, Player Agent, Chief Umpire, Safety Officer, Equipment Manager, Assistant Player Agent, Concession Stand Coordinator, Grant & Fundraising Coordinator
Votes will be counted by raising of hands if candidates are running unopposed. If more then one person is running for the same Board position, handwritten ballots will be used. The President and Secretary will tally the ballots and the President will verbally announce the winner of the position. In case of a tie, the voting members will revote for that Board Position. If this second vote results in a tie, the “new” Board Members will hold a special meeting to break the tie. If that vote results in a tie, the “new” President will break the tie.
Anyone eligible to vote that is unable to attend the Annual Meeting may submit an absentee ballot to the BRLL Secretary anytime after September 1st, but, prior to the President’s call to order of the Annual Meeting in September. The absentee ballot must consist of the following information: The person’s name and address submitting the ballot, the candidate they wish to vote for, the name of the position that said candidate is seeking, and their signature. Example: I would like to cast my vote for Sally Smith for Player Agent of BRLL. If the name of the candidate and the exact position they are seeking is not listed on the absentee ballot, the absentee ballot will be disqualified. The absentee ballot must also contain a written signature, a printed name, and a telephone number of where the voting member can be contacted the evening of the Annual Meeting in case of a discrepancy. The BRLL Secretary and the President will validate the absentee ballots for authenticity prior to the call to order of the Annual Meeting. When the ballots are counted during the Annual meeting, the President will announce the number of absentee ballots that were submitted for that particular position. The absentee ballots will be calculated in with the vote count for each candidate.
The President will verbally announce the winner of each Board position. The Secretary will retain all ballots and vote counts for the entire season. The Secretary will also record who won the election in the permanent minutes of BRLL. The Secretary will also keep the original letters of intent, for every candidate who won or lost in the permanent records of BRLL.
If the President is unable to attend the Annual Meeting, the Vice President will assume all of the above duties listed as ‘President’. If the Secretary is unable to attend the Annual Meeting, the Treasurer will assume all of the above duties listed as ‘Secretary’.
Major League Outgoing 12 Year Old Awards: (adopted 11/19/06)
At the conclusion of each season, the League will award to outgoing Major League 12 Year Old Players the following awards: Shelley Dawson Pitching Award, Poppy Lewis Hitting Award, Garel Hauver Fielding Award, and Red Hawes Sportsmanship Award. Only those players who have not previously won an award will be eligible. A player may only win one of the four awards per their Little League Career.
The pitching, hitting, and fielding awards will be voted on by the current season Major League Managers and the player with the most votes will be given that award. The sportsmanship award will be given to a player from each team and will be selected by that team’s Manager. A Manager may decline to give out this award in any given season, if it is felt that none of the 12 Year Olds on that team is worthy of such an award.
These awards will be announced to the winners on/or after June 15. The winners will be presented their awards at the End of Season Picnic.
Major League All Star Selection: (adopted 11/19/06)
At the conclusion of each season, the League will select three Major League All Star teams: 9/10 Year Olds, 10/11 Year Olds and 11/12 Year Olds. The 9/10 and 10/11 teams will play at the District, Sectional, and State levels. The 11/12 team will play at the District, Sectional, State, Regional, and World Series level.
The teams will be selected by the current season Major League Managers and announcements will not be made until on/or after June 15 (by Little League rules). Attendees at the selection meeting will consist of the League President, Player Agent, Assistant Player Agent, current season Managers/Coaches and All-Star Managers/Coaches.
All Major League Players (ages 9-12) who have participated in one-half of the regular season games as of June 15 are eligible for tournament play. Each team will consist of a minimum of 12, but not more than 14, players. This decision will be up to the All-Star Manager of each team as to how many players will be on their roster. If the Manager elects to have 12 players on their roster, then that team can only have one Manager and one Coach. If the Manager elects to have 13 or 14 players on their roster, then that team may have one Manager and two Coaches. Each team may have an additional person to be their Scorekeeper, however, this person is not allowed in the dugout area.
The players will be voted on in this manner:
1) Each Manager will be given the opportunity to talk about each one of their players at that age level,
2) Each Manager will then vote on the 12, 13, or 14 players that they feel should be on that team,
3) Players with 5 votes will automatically be placed on the team, then players with 4 votes, then 3, etc. until the roster is complete.
4) In the event of a tie (i.e. if there are 4 players tied with 3 votes and there are only 3 remaining spots), the Managers will revote those players who are tied for the remaining spots. Discussions between the Managers will be allowed prior to the revote. If the revote results in a 2nd tie, the Manager of that All-Star team will make the decision on which one(s), of those players tied, will finish out the roster.
Minor League All Star Selection: (adopted 11/19/06)
At the conclusion of each season, the League will select one Minor League All Star Team. Every player at that level will be eligible.
The teams will be selected by the current season Minor League Managers and announcements will not be made until on/or after June 15 (by Little League rules). Attendees at the selection meeting will consist of the League President, Player Agent, Assistant Player Agent, current season Managers/Coaches and All-Star Manager/Coaches (if known at that time).
All Minor League Players (ages 8-12) who have participated in one-half of the regular season games as of June 15 are eligible for tournament play. The team will consist of a minimum of 12, but not more than 14 players, on the roster. There will be one Manager and two Coaches for this team. The team may have an additional person to be their Scorekeeper, however, this person is not allowed in the dugout area.
The players will be voted on in this manner:
1) Each Manager will be given the opportunity to talk about each one of their players they feel should be considered,
2) Each Manager will then vote, from that list of players, on the 12, 13, or 14 players that they feel should be on the team,
3) Players with 7 votes will automatically be placed on the team, then players with 6 votes, then 5, etc. until the roster is complete.
4) In the event of a tie (i.e. if there are 4 players tied with 4 votes and there are only 3 remaining spots), the Managers will revote those players who are tied for the remaining spots. Discussions between the Managers will be allowed prior to the revote. If the revote results in a 2nd tie, the Manager of that All-Star team will make the decision on who will finish out the roster.
Each team will be allowed a Manager and 2 equal coaches. The coaches may be chosen before the draft as long as there is no red shirting involved. (Adopted 11/19/06)

Starting in 2008 the major 1st place team will get the all star choice that same year. The minor league also uses this format with the winning manager getting first choice of managing the minor league all-star team.
The major 1st place team manager gets all star choice (not 1st place coaches); however if they chose not to take it, it will go to the 2nd place team manager and so on. The second place major manager will get 2nd choice and then so on.
Mercy Rule; (adopted 11/19/06)
If a Major team is up by 15 or more runs after the 4th inning the game is called.
If 3 or more children are missing from one team for a game due to a school event that game will be rescheduled for a later date. (Adopted 11/19/06)
All players League age 9-12, whom are not on a major team, Must attend 50% of the tryouts to be eligible for the Major League Draft and All-Star play at any level. (Adopted 2/18/07)
All Managers
and Coaches children must abide by the Tryout rules. Even
though there are Draft Options for these players, that does not exclude them
from Tryouts. This rule applies at ALL levels of play. (Adopted 2/27/07)
At the
conclusion of the Tryout Sessions, the Minor League
Representative will meet with the Minor League Managers to discuss the
players League Ages 8 and 7 (which by Little League definition are eligible
for the Minor League) who have attended Tryouts to be considered for the
Minor League. This discussion will include ability, safety, and the number
of open positions available to these players. A list of these players, who
the group feel are ready for Minor League play, will be given to the Player
Agent prior to the Minor League Draft. (Adopted
